PROFESSIONAL PROFILE

Mr Jaddoo  is the new CEO designate of the Mauritius Chamber of Commerce and Industry  since 1st February 2013.

He was until recently the CEO of Business Alliance, a Corporate Finance and Investment Advisory boutique regrouping a team of highly skilled professionals including lawyers, brokers, financial experts and corporate strategists. Their combined expertise and experience obtained in operating in different economies provided a real mix of talents and skills to assist in value creation  for corporates as well as the public sector.The group focussed on Mergers and Acquisitions, Fundraisings , Disposals , and Project Management.

In his personal capacity and as the former Managing Director of the Board of Investment of Mauritius , he is frequently called upon by the World Bank and other Regional Organisations like SADC and COMESA to assist member countries in improving their business climate and enhancing the service delivery of their respective Investment Promotion Agencies. He has carried out an assessment of the  effectiveness of the national investment promotion agencies for the 14 SADC countries. He recently concluded a study for the World Bank which assessed the effectiveness of Chinese economic zones in Africa.

As Managing Director of the Board of Investment from 2005 to 2010, Mr. Jaddoo led the national investment promotion agency of Mauritius with the primary objective of improving the national investment climate and in providing policy advice to Government on investment promotion and facilitation. The organization  became the best practice reference in Africa, bagging the WAIPA Award for Policy Advocacy in 2008 and steering the implementation of reforms which paved the way for Mauritius to receive the Leading Reformer in Africa by Doing Business Reformer’s Club in November 2007 as well as the Doing Business Top Reformer (2005-2009). The World Bank’s Global Investment Promotion Benchmarking 2009 quoted the organisation under his leadership as a near OECD high-income country level agency. 

Under the leadership of Mr. Jaddoo, the BOI was  also  responsible to implement in-depth reforms to improve the Mauritian business climate. An on-going streamlining process including several ministries and agencies is being driven by the BOI with the result that Mauritius progressed from the 32nd position in the 2007 World Bank’s Doing Business Survey to the 29th, 24th and 17th position in 2008, 2009 and 2010.

Mr. Jaddoo has also devoted his spare time serving initially as CFO and subsequently as independent director on the Board of Directors of Titanium Resources Group Ltd (TRG), a public company listed on the London Stock Exchange and operating in the metals and mining industry. In this capacity, he has raised finance in excess of US $200m from London, New York and other financial centres, being responsible to interact with EU and New York hedge fund managers, brokers and high-net-worth individuals..

Additionally, Mr. Jaddoo has served on the Board of Directors for several mission-critical national public agencies, including the Land-Based Oceanic Industry and the Highlands project. He was also on the COMESA RIA Board of Directors, regrouping regional investment promotion agencies in eastern and southern Africa.

As the CFO and subsequently director of TRG, a mining company with operations in the Republic of Sierra Leone and the country's largest private sector employer which produces two commodities, rutile and ilmenite for use in industrial applications, Mr. Jaddoo has raised in excess of US $200m from London, New York and other places around the world.  He was responsible to seek investments and finance from Hedge Fund managers, Brokers both in Europe and New York, as well as with high net worth individuals and private equity concerns.

PAST EXPERIENCE
Prior to his  position as Managing Director of the Board of Investment, Raju Jaddoo was involved in Business consulting with a pan-African firm during which he has advised several Mauritian and international companies on their financial strategies, which included financial restructuring, recommending financing options, business valuations, mergers, acquisitions, divestments, raising of financial resources, and establishment and structuring of new ventures. As part of his portfolio of clients in the firm Raju was the engagement partner for a series of high profile assignments in the areas of Privatisation, Private Sector Development and Sector Reforms, covering regulatory frameworks, governance and Impact assessments.

He has led a number of projects in the region providing a broad range of economic, financial, organisational and socio-economic planning services to government and private industry. He has been extensively involved in the past years on major infrastructure projects advising on the finance side and assisting international industry experts in formulating innovative strategies in the provision of public services by the private sector (Public Private Partnerships, Executive agencies, Contracting Out, Output based contracts) in diverse fields such as transportation and logistics, the power sector, telecommunication, ports and airports, water and sanitation and environmental solid waste management.

Raju has been extensively involved in trade and investment facilitation and has carried out assignments funded by UNDP, CDC, DEG amongst others.  He was recently involved as a key resource person in conducting investment facilitation workshops covering over 14 African countries and 6 Asia countries during the Africa Asia Business Forum (AABF II).

Technical Expertise
Private Sector Development
  • Partner responsible for carrying out a privatisation impact study and a performance assessment of the privatisation agency for the President’s Office Planning and Privatisation - Republic of Tanzania. The assignment covered major sectors of the economy and was determinant in the continued privatisation strategy of the government (POPP —2003/04);
  • Project partner to assist the Public Enterprises Evaluation and Privatisation Agency (PEEPA), Botswana, in the development of implementation frameworks for contracting out public services and the compilation of a privatisation database. The project encompassed the review of all parastatals and public enterprises within the country and appropriate recommendations were made in order to rationalise the number of Public enterprises (PEEPA-2002/ 03).

Utilities & Energy Sector
  • Local project director in a Consortium led by Arthur Andersen to provide technical assistance to the Government of Mauritius for the power sector reform programme (MPU - 2000/02).


Water & Sanitation
  • Project director for a Consortium that included Severn Trent Water International in the production and development of a corporate plan for the Waste Water Management Authority for the period 2001-2006 (MPU-2001);
  • Financial specialist advising the Ministry of Local Government in Mauritius on the national strategy of waste disposal and the feasibility of incineration options and development of sanitary landfills (GOM-2003).

Telecom Sector
  • Local project director for a Consortium, regrouping Canadian Imperial Bank of Commerce (UK), Squire (UK), Sanders (UK) and Schema (US) advising the Mauritian Government on the disposal of 40% of the shares of Mauritius Telecom to a strategic investor. The transaction was successfully completed in November 2000 with the sale of 40% of the shares for the consideration of US $261,000,000 to one of the leading telecom operator in the world (MOF-1999/00);
  • Involved in the management review for a mobile business organisation, Mauritius (MT-2000);
  • Financial adviser to a mobile operator in respect of its proposed investment in Burundi for the setting up of a mobile GSM network (MT-2000);
  • Assisted the national operator in formulating a business plan to support its bid for a GSM licence (MT-2001).

Aviation & Airport Sector
  • Member of a Consortium to advise the Privatisation Commission on the privatisation of Air Malawi (World Bank - 2001);
  • Review of Uganda Airline Corporation in view of making a bid in connection with the privatisation of the airline by the Ugandan Government (MK -1998);
  • Due diligence review of the assets of Air Mozambique in view of preparing a bid (MK -1997);
  • Activity Based Management project to assess the effectiveness of outsourcing the cleaning and transport operations at Air Mauritius (MK-1998); and Quality Assurance Partner for the implementation of the cleaning and transport function for the national carrier (MK-1998);
  • High spot review for Air Seychelles in view of organisational restructuring (AS-2001);
  • On behalf of the United Nations Interim Mission in Kosovo, the financial, operational and strategic audit of Pristina airport for the years 1998 to 2002 (UNMIK-2002/03).

Port & Shipping
  • Technical and operational study for the development of Freeport activities in Mauritius with international consortium including Hamburg Port Consulting (Germany), Segal Quince Wicksteed (UK) and Logion Logistics B.V (Netherlands) (FOM-1 995);
  • Feasibility study for tuna transhipment operations in the Mauritius port area (FDM-1996);
  • Local project director for a multi-disciplinary team, including Drewry Shipping Consultants and International Port Consulting for a tariff and concession study for the port authority and port operator (MPACHCL-1999);
  • Project Advisor for the preparation of a human resources development plan and the review of organisational and salary structures within the Mauritius Port Authority (MPA-2001);
  • Project Advisor for the valuation of the Cargo Handling Corporation Ltd (CHCL) and the identification of potential strategic partners (CHCL-2002).
